A Message from the President

Perhaps the most challenging responsibility for anyone charged with leading an organization is the balance of income and expenses. Revenue sources are not limitless. Fixed costs rise with everything else in society. Investments are necessary to grow the organization and improve member services. Expenditures now can pay dividends in the future. Thus, these are the most challenging decisions for your MVPA Board of Directors.

The difficult budget conditions and economic recession of the last year have prompted the MVPA Directors and headquarters staff to accelerate cost savings actions in many areas. A complete review of printing and postage costs for Army Motors and Supply Line resulted in several changes that allowed expanded content and higher quality graphics (as is evident in this issue of Supply Line) while maintaining similar per issue costs. This is a great example of creating more for less.

At the same time, investments that promote our enthusiasm for historic military vehicles, assist MVPA affiliates, and bring members together to share their hobby are fundamental to the mission of the MVPA and the best interests of its members. Abandoning that foundation is not an option, even in challenging times.

Maintaining the affiliate insurance program, to help reduce the cost of insurance coverage acquired by MVPA affiliates; presenting the annual international convention—as just occurred at Evansville, IN—to bring together worldwide members with many of the finest HMVs in existence; and, sponsoring iconic events such as the 2009 Transcontinental Motor Convoy (TMC ’09) that pay homage to history and bring HMVs to the public. These are all examples of where the MVPA commits resources and fulfills its Mission.

Likewise, there are investments that are less visible, but pay off with increased productivity, better service for members, and simplified operations. These include moves to update computer equipment for improvements in administrative functions, website capabilities, and renewed efforts at monitoring legislative activities. Perhaps not glamorous, but vital to a healthy and responsive organization.

Even with costs monitored and new revenue sources explored, from time to time member’s dues levels must be examined. The last member dues increase was roughly six years ago. Much has changed during those six years including the cost of everything from postage to insurance to office equipment. With that in mind, the MVPA Board of Directors voted at its 2009 Summer Meeting to raise member dues effective with the October 2009 renewal notices. This decision followed several months of discussion and financial review that closely examined expenses, revenue, and appropriate levels for member dues.

For most members, the dues increase is $5 annually, with overseas and members receiving First Class mailing having a slightly larger increase due to postage costs. Each category has different costs, particularly in publication postage, requiring appropriate adjustments to each dues level based on the services provided. Demilitarization of Demil Code B and Code Q items

Purpose: Provide information relevant to the events and resulting actions that could impact the future sale of surplus Department of Defense (DOD) materiel.

INFORMATION:

• Spring/Summer 2008 a number of incidents occurred regarding the improper transfer of sensitive military materiel. The main focus was materiel related to the F-14 fighter aircraft.

• Late summer/early fall 2008 DOD suspended all transfer/donation/sales/ (TD&S) for Demilitarization (DEMIL) Code B and Code Q items. This broad-brush approach included all tactical vehicles, powered and towed. DOD materiel management commands were directed to review all assigned materiel DEMIL codes and Integrity Codes (IC).

• DEMIL Code B Munitions List Items (MLI) Trade Security Controls (TSC) required at disposition.

• DEMIL Code Q Strategic List Items (SLI) non-MLI items identified and licensed by the Department of Commerce Control List (CCL). Trade Security Controls required at disposition.

• In addition to the DEMIL code of B or Q all materiel has an assigned IC. The IC determines the validity of the DEMIL code. IC 3 requires worldwide mutilation of the materiel, IC 6 only requires mutilation when the materiel is located overseas.

• Early November 2008 Office of the Deputy Under Secretary of Defense issued an ACTION MEMO directing policy changes to tighten DEMIL control procedures.

• Mid-November 2008 Office of the Deputy Under Secretary of Defense for Logistics and Materiel Readiness directs the Defense Logistics Agency (DLA) to implement a number of process and procedure changes to mitigate future security risk.

• Late December 2008 DLA issues specific implementation directions to all Defense Reutilization and Marketing Service (DRMS) activities regarding the processing of DEMIL B and Q items. Excerpt, sales are not authorized for DEMIL Code B property. Serviceable DEMIL Code Q property with any IC code other than IC6 is not authorized for sale except for those DEMIL Q items specifically exempted.

• Early February 2009 DLA implements a detailed Concept of Operations plan to deal with DEMIL B and Q items. Excerpt, certain categories of DEMIL Q items are considered to pose no risk to national security and are excluded from this process. They will continue to be disposed of under existing disposal procedures. Specified rolling stock after removal or demilitarization of any DEMIL required item, part component, accessory and attachments, armed, armored vehicles and tracked combat vehicles are excluded from this exception.

• Example: Truck, cargo, 2½-ton, W/W, WO/W, NSN 2320-00-0771-616, DEMIL Code Q Integrity Code 3. The majority of tactical vehicles powered and towed are DEMIL Code Q with IC of 3.

CONCLUSION:

Provided the existing policy exceptions remain in place, the sale of most tactical vehicles powered and towed through Government Liquidators will continue.

The MVPA Bylaw Revision process has been completed. There were 295 ballots cast with 255 FOR, 22 AGAINST, and 18 invalid. The revised bylaws will take effect on January 1, 2009. The current and revised bylaws are posted under Downloads in the Members Section.

MVPA Member News & Information Update

A Proud Member of the MVPA - Steve Carlson MVPA #1980 of Cazadero, California emailed the following after receiving his 30-year pin: Today has passed and the shock has finely worn off. I have been a member of one of the two major political parties and the N.R.A for almost fifty years. Never has anything been sent to me without a "Gimmie Letter " asking for more money to further the cause. The joy of receiving this pin, with no strings attached, showing my support for the past thirty years, reminds me of the feeling I experienced when my 1940 White M3A1 Scout car started up the first time after I bought it. When the engine roared to life after all those years and ran so well...that's the feeling this pin and no "Gimmie Letter" feels like.

A Proud Member of the MVPA - Dick Scritchfield MVPA #5708 of Kailua-Kona, Hawaii wrote: I want to thank you for sending me the beautiful 25 year lapel pin which I recently received. Can’t believe it’s been 25 years already! These 25 years have been a very rewarding experience and I hope that the organization will continue for many more years. ........Again, thank you for the beautiful pin.

What is this MVPA Organization? John Varner stated in his May 2008 editorial. We are all the MVPA. Like other organizations, some members work harder than others. Many enjoy fruits of their labors without giving much back, and that is the natural order of any organization. So how can you improve the MVPA? .....One way is to recruit a new member to join the MVPA. We need strength in numbers to help our lobbying efforts against laws and policies, which adversely affect HMV ownership. As a bonus to keeping your organization strong you get a gift for recruiting a new member or a former member who has not be active for five or more years. Just tell your recruited member to let MVPA-HQ know your name and we will send you notification of your recruitment and gift details.

MVPA Affiliates get a $5.00 MVPA Bucks for each of your members that join national. This includes first time members or those that have not been active in five or more years. To get your MVPA Bucks make sure they do one of the following: 1) If joining by mail - put you groups name on their application. 2) If joining by phone - tell the gals at MVPA-HQ what affiliate they belong to. 3) If joining via the MVPA website - ask them to choose “Affiliate Group” on the first question “Where did you hear about the MVPA?” At the end of registering, in the comments section, they must include the name of your affiliate so we know where to send the MVPA Bucks.

MVPA Affiliate Members, is there a “Pending” posted on your groups listing in the back of this Supply Line? The “Pending” is because your affiliate update form has not been returned to MVPA-HQ or one or more of the officers listed on the update has not paid their 2008 dues. Ask your President to take action in getting your 2008 affiliation completed so your listing will not be dropped from the next Supply Line.

While you are there check out the other forums. See the latest MVPA and Affiliate News and share information with fellow MVPA members. Did you know by posting interesting information and questions you can help increase MVPA membership? Non-members can view the Bulletin Board but they cannot post until they become a member. News from the Winter Board meeting

The MVPA has finished their Winter BOD meeting in Independence, Missouri and the new Officers for the next two years are:

David Welch - President - Vote count 9 to 4
Al Nickolson - Vice President/Past President - Vote count 8 to 4
Tom Wolboldt - Secretary - Vote count 7 to 5
John Pojunos - Treasurer - Vote count 9 to 0

There were many issues and new ideas discussed. The past is now past and the only thing that can be seen out in front of us all is the future. The question for us all now is how we are going to fill the future since we are all in it together!

The new officers and the other eight Board members have a big job ahead of them but they have stepped up to the plate to do the best that they can for the MVPA and the MVPA members.

Now is the time for the members/former members to also step up to the plate. It is your job now to come back into the fold by rejoining or asking how you can help to make the MVPA the best that it can be. Contact a Director or MVPA Headquarters now to find out how you can help make a difference!
